Opening the Dialogue for Bali’s Future. The Bali Youth Conference 2024, held on Monday-Tuesday, June 6-7, 2024, at Inna Bali Heritage Hotel, Denpasar, commenced with an inspiring atmosphere aimed at fostering youth engagement in public policyThe event successfully united diverse stakeholders to initiate crucial discussions for Bali’s progress.

Collaborative Vision for Policy Innovation. During the conference, participants, including youth representatives and government officials, engaged in focused group discussions. These sessions facilitated the identification of pressing issues and the development of actionable methodologies for public participation, laying the groundwork for future policies.

Empowering Youth Through Strategic Skill-Building. Workshops led by experts equipped youth with essential skills in problem identification, collaborative problem-solving, and persuasive writing. This capacity building is vital for youth to effectively contribute to policy formulation and implementation.

A Declaration for Collective Action and Priority Issues. The conference culminated in a formal declaration where participants collectively endorsed a dynamic public participation methodology and identified four critical priority issues: Environment, Infrastructure, Quality Human Resources, and Economy. This consensus reflects a shared commitment towards addressing Bali’s key challenges.

Formalizing Youth Leadership for Bali’s Prosperity. As a direct outcome, participants of the Bali Youth Conference 2024 were inaugurated as “Yowana Abhinaya,” signifying young individuals with passion and high spirit committed to public problem-solving. This alumni network is tasked with implementing the agreed-upon methodologies and addressing the four priority issues, ensuring youth-led action for Bali’s well-being.

The Spirit of History and Collaboration

The Bali Youth Conference 2025 successfully sparked the Spirit of Puputan Badung, using this historical bravery as an inspiration for modern youth leadership. The conference established a strong foundation for cross-sectoral collaboration. It brought together youth, government officials (including the Governor’s representative and DPRD member) , academics (such as Prof. Palguna, former Constitutional Court Chairman) , and various communities to formally commit to public participation.

Panca Prayojana: The Five Goals

The event’s main goal was to refine the existing public participation methodology. This was guided by Five Strategic Purposes (Panca Prayojana):

  • Commitment: Getting youth and government to commit to continuous public participation.

  • Dialogue: Creating a model space for constructive dialogue between the two parties.

  • Capacity: Boosting the ability of both youth and government to collaborate on issues using local language and digital platforms.

  • Priorities: Selecting three specific priority issues for action.

  • Methodology: Agreeing upon and evaluating the best methods for community implementation.

Key Outcomes and Three Priorities

The conference utilized thematic dialogues and a unique voting process to identify the most critical issues for the next phase of the Wikithon. The participants successfully agreed on the following Three Priority Issues:

  1. Participation & Leadership (21 votes).

  2. Health (17 votes).

  3. Education (9 votes, selected by consensus).

Commitment and Future Action

The event concluded with the formal Declaration of Joint Commitment (Samaya Yowana Abhinaya). This declaration formalized the agreed-upon methodology and the three priority issues. All participants were officially inaugurated as Yowana Abhinaya—”youth with high spirit”. This initiation signifies a shared responsibility to move from rhetoric to real action, ensuring the sustained implementation of the agreed-upon solutions to transform behavior for the betterment of Bali.
